Here is a list of reports received since our previous update:

11/28/11 - 3 AM - I was watching my security camera and I saw some dude running across the street on the sidewalk and a car driving down the street with flashing lights.  They turned left on the little dead end street and then turned in front of my neighbor's house again heading in the opposite direction this time.  Then I looked out my window to see what was going on, and I did not try to disguise I was looking out the window in case they were looking to jack something from somebody’s vehicle or Christmas decorations across the street or garbage/recycling.

Then the person driving the car must have noticed I was watching or was done delivering papers across the street or just lost and performed a u turn that is too wide and almost nailed my garbage can.  But the person stopped, backed up and then sped off nailing my new neighbor’s dark truck on Deep Water Ln.  I called the patrolman's cell and reported the incident and the time.  I mentioned they had flashing lights and a person was running outside the car to the security guy.

Whoever was driving that car hit my neighbor’s truck causing significant damage, stopped for a second and then drove off.  They either didn't know how to drive or they were driving impaired.  They seemed almost lost or unfamiliar with the surroundings.

Security report from above owners report --0330 Received a call from a resident that they saw a dark 4 door sedan (with its flashers on) hit a Chevy truck which was parked on the street in front of 9743 Deep Water.  After arriving at the address I saw the damage, and then patrolled the whole community for the car, which may be the paper carrier.  After not finding the car, I returned to 9743 and took pictures, knocked on the front door and left a note on the door.  Since there was no license plate info I did not notify SPD.

12/9/11 - A house on the corner of Sturgeon and Mariners was broken into yesterday morning at 9:30am.  The home owner has an alarm, the alarm company called the owner 1st, then the police.  The thieves had about 7 minutes to load Christmas presents, electronics, etc into luggage and leave without being caught.
Apparently they entered over the brick fence and through the back door.  Those of you whose yards back to the brick fence, be aware!

This is very frustrating.  Please continue to report suspicious people/cars/activity to the police and also PLEASE let all of us know so we can be on the lookout.  Neighborhood watch really does work when we are the eyes and ears for each other.  Also, if you are a victim of a crime, please report it to the police.

Personally, we are not leaving laptops, cameras, $$, presents out in plain view in our home.  Sad, but we don’t want to make it an easy grab for these guys if this happens to us.


Due to the excessive car break-ins, we encourage everyone to park in their garages.  It is the safest place.  Please keep management informed by calling 209-337-0151.  I want to thank Stephenie Chastain for all her email reports.  She is keeping the homeowners and management in the loop with her email chain!  We appreciate all her hard work helping to keep as many people as possible informed.

Security hours have been enhanced to reflect the needs of the community.

In the past few weeks the Association has seen an increase in vehicle break-ins as well as suspicious behavior from "solicitors".  Here is a list of the following reports:

10/26/11 - Twin Creeks was hit last night/this morning.  2 car break ins, one on Stony Creek & one on Sturgeon.  Homeowner walked out the front door to get her paper at 6am and nearly walked right into a guy breaking into the driver side door of their Tahoe parked in the driveway.  She asked him if he needed help with something as she was totally surprised and caught off guard!!  He said no and turned and walked west down Sturgeon.  He had a hoody over his face.  He was medium build, blue sweatshirt, jeans.  There was nothing in the Tahoe but a cheap stereo.

10/26/11 - Stony Creek reported guys driving around telling people they could fix their cars' bumps/scrapes.  These 3 guys approached her daughter and by the time she came out to find out what they were talking about they were gone.

11/8/11 – It was reported people going though recycle bins thoroughly and possibly taking what could be sensitive materials with personal information at 6:30 a.m. in the morning.

11/13/11 – Approx 3:45 p.m. On Sunday afternoon, a neighbor on Sturgeon arrived home to find someone in his truck that had broken into his truck, parked in is drive way!!!  He got a good look at the guy and his car, an older white Cadillac.  Another neighbor that lives on Stony Creek had seen this guy & his car earlier and called in his plate to Stockton Police because he looked suspicious.  His description was given as a Mexican guy, late 20’s, older white Cadillac.  This is really scary to be happening in the middle of the day on a weekend?  Do not let your guard down.  Keep your cars locked up.  People like this are just looking for opportunity.  The suspect vehicle was a 1994 Cadillac Coupe, White, License 6NZV165.

11/13/11 -- Also, a neighbor on Stony Creek had a UPS package delivered when he wasn’t home.  He has surveillance and watched a black male ride up on a bicycle and take the package.  With the holidays practically here, I recommend you have UPS/FedEx deliver to a neighbor that is home and not leave the package.  Our neighbor on Stony Creek also informed me that these criminals actually follow Mail, UPS, FedEx delivery trucks and look for these package drop offs.  So please be careful.

Important Notice regarding Flood Zone designations

The following excerpts are from an article published in the Stockton Record on July 14th regarding Smith Canal:

    "...the Federal Emergency Management Agency's mapmaking process stalled this spring, leaving in doubt how many Smith Canal homes should be a part of the new assessment district."

    "But then, under pressure from congressional representatives, FEMA agreed this spring to take another look at how it evaluates levees across the nation.  That put a temporary freeze on publication of any new maps."

    "While causing uncertainty for Smith Canal residents, the freeze on new maps might assist those living in Boggs Tract or the Twin Creeks subdivision in far north Stockton.  Those two areas, also faced with the possibility of mandatory flood insurance, now have at least a temporary reprieve."

According to Mary Webb, representative for the Twin Creeks Estates Owners Association, "This is what will keep us from being placed in a flood zone this year.  This will buy time to get the lawsuit on Bear Creek resolved (hopefully) before FEMA can map us into a flood zone.  The outcome for Mosher Slough is still in limbo also, since it has fallen out of escrow."
